Job Description

Call for expressions of interest

The GIZ project “Sustainable Municipal Services (SMS 2.0)” invites qualified companies to submit expression of interest in providing consultancy services to draft communication and visibility plan and implementation for north Kosovo municipalities (North Mitrovica, Zvecan, Zubin Potok and Leposavic).

Under the EU construction project “Support Waste Management in Kosovo (Europe Aid/133800/C/SER/XK)” a new landfill in Zvecan is being built. It will serve four municipalities in the north of Kosovo, North Mitrovica, Zvecan, Zubin Potok and Leposavic. This project aims to increase and sustain the benefits of the new landfill by providing a comprehensive operator model for waste collection and disposal and support the capacity development of the four municipalities and the future service providers. GIZ will implement the Action as part of its commission by the German Ministry of Economic Development an Cooperation (BMZ) on the “Establishment of sustainable municipal services (Waste Management)”. The population is currently served by four Public Waste Collection Com-panies (PWCC). The PWCCs are in critical conditions: they are economically not viable, have outdated or deteriorated equipment, have low fee collection and overall low performance. Currently, none of the PWCCs deposits waste on sanitary landfills.

The checklist below provides further information about the conditions and expectations of the GIZ/SMS project. Based on responses to this Request for Information, GIZ will pre-qualify companies that will receive an Inquiry and will be formally invited to submit their offers with detailed specifications. Response to the RFI (Request for Information) does not necessarily imply that your company will receive the GIZ's “Communication and visibility plan and implementation”.

Based on the outcome of offers, GIZ/SMS project will offer a service contract to the selected company. Please note that all correspondence and dealing with the GIZ must be in English language.


  1. Proof of company`s legal status (registration and/or certification documentation), company details (name, postal address bank information etc.), date of incorporation within their initial response.
  2. Companies should submit names of 5 municipalities to whom they have provided similar products as required by the GIZ/SMS project. Companies should note that referees may be contacted by the GIZ/SMS project at any time.

Interested companies are invited to submit expression of interest in English language.

The deadline for submitting the application is 18.01.2019 at 15:00, via a closed envelope to GIZ offices in Pristina, Anton Ҫetta str. Nr. 1, labeled “Expression of Interest in providing consultancy communication and visibility plan and implementation VN: 83312620”.
