Job Title: Youth Skills Development Team Leader
Project: Kosovo Up to Youth Activity

FHI 360 seeks a Youth Skills Development Objective Team Leader (Team Leader) for a USAID youth development program in Kosovo. The purpose of the Up to Youth Activity is to address youth vulnerable to social exclusion by mobilizing and engaging youth in meaningful ways to effect positive change.
The Team Leader is a member of the senior leadership team and is responsible for supporting the Chief of Party (COP) and Deputy Chief of Party (DCOP) by leading activities under Objective 2 of the Up to Youth Program – “Youth develop and demonstrate life/soft skills”. The Youth Skills Development Team Leader will report to the Deputy Chief of Party and will supervise the Program Manager, and national and municipal level program activity officers and specialists with the design and implementation of youth lfe/soft skills and economic development skills activities. The Team Leader will provide technical input, supervise local partner activities under Objective 2, and facilitate development and implementation of small grant ideas. The Team Leader will build and leverage relationships with other USAID and donor funded activities, Government of Kosovo officials at the national and municipal level, and other youth life skills and economic development skills development organizations.The Team Leader will develop and maintain relationships with youth engaged in project activities, key local and international partners, local officials, community leaders, and other resilience actors in the program’s target areas.
- Provides technical advice and oversight of soft/life skills and economic development skills.
- Link skills building to opportunities where youth can utilize these skills in a tangible manner, including self-employment and entrepreneurship programs, grant-making programs, incentive funds, development of new sectors, the facilitation of public and private alliances, and establishment of linkages private sector funding such as angel investors or venture capital firms.
- Supervise and coach program staff for planning, strategy and managing activities to ensure performance.
- Lead and/or contribute to context analyses, problem identification and strategy for programming, in coordination with the COP and DCOP.
- Work with local staff and their target groups and populations to conceptualize and develop activities and implement grants.
- Oversee the preparation of technical aspects of grant packages with the grants manager and other program specialists.
- Work closely with the M&E Officer to ensure that activities align with the program’s strategy.
- Conduct site visits with staff, stakeholders, and grantees to monitor implementation to identify unintended outcomes, underperformance or emerging opportunities.
- Contribute to writing reports on program activities, annual reports, and final report.
- Identify and supervise Short Term Technical Advisers (STTA) in fields such as youth life skills development and economic skills development, to support program implementation.
- Bachelor’s Degree or its International Equivalent - International Development, Human Development, Economic Development, or Related Field. Master’s degree preferred.
- Must have at least 5 years of development program implementation work experience, including experience implementing activities aimed at engaging youth and developing their life and soft skills, and/or their economic skills.
- Must have experience working collaboratively with civil society organizations, municipal and national level government officials, the private sector, and other local stakeholders.
- Proven experience supervising and managing activity teams for successful implementation of activities.
- Must have excellent written and oral communications skills.
- Fluent spoken, written, and reading abilities in English and Albanian and/or Serbian.
- Experience implementing USAID-funded programs preferred.
