Design and print Guidebook for Drafting Municipal Zoning Maps and print Guidebook for Participatory Spatial Planning in Kosovo

Chemonics under the USAID-funded Partnerships for Development (PFD) project, USAID Contract No. AID-OAA-I-12-00035; AID-167-TO-14-00002, is issuing a Request for Proposals (RFP) for a Layout design and print of Guidebook for Drafting Municipal Zoning Maps and print Guidebook for Participatory Spatial Planning in Kosovo. The attached RFP contains all the necessary information for interested Offerors.


Partnerships for Development (PFD) is a four-year and seven-month project financed by USAID and implemented by Chemonics. The goal of the Project is to support the Government of Kosovo (GoK) to improve Kosovo’s business environment, improve implementation of spatial planning and construction reforms, and enhance macroeconomic stability and public financial management (PFM) at the central and local levels.

One of the objectives of the Partnerships for Development Project is to provide support Ministry of Environment and Spatial Planning (MESP) to continue reforms in construction, spatial planning, addressing constructions without permit and support MESP in mentoring the municipalities and other partners in implementation of the spatial planning reforms, streamlining the construction permit process and treating of constructions without permit.

The overall objective of this activity is to supports MESP in implementation of the Law on Spatial Planning and related sub-legal acts needed for the development of the Municipal Development Plan (MDPs) and Municipal Zoning Maps (MZMs). The Project drafted comprehensive Guidelines for “Drafting Municipal Zoning Maps”, in an attempt to educate both the public and private sectors about how to draft MZMs, and to have a lasting product and a sustainable mentoring process in the future to guide municipalities and other professionals through the process of drafting MZMs. The Guidelines aim to explain the overall process and methodology of drafting MZMs, explaining the drafting phases and how to relate the MZMs with MDPs. Project additionally to increase the level of transparency during spatial planning developed through a grantee Guidelines on Participatory Spatial Planning in Kosovo.


The Subcontractor shall carry out the specific activities outlined below:

  • Layout design of the Guidebook for Drafting Municipal Zoning Maps
  • Printing Guidebook for Drafting Municipal Zoning Maps in all three languages
  • Printing Guidebook for Participatory Spatial Planning in Kosovo in all three languages
  • Electronic copies on CD/USB;

The subcontract is estimated for a period of performance from October-November 2017.


Any Kosovo company or organization is eligible to apply, provided it is legally registered and recognized under the laws of Republic of Kosovo and in compliance with all applicable civil, fiscal, and other applicable regulations. Such a company or organization could include a private firm, non-profit, civil society organization, or university. The company or organization must have the financial resources to perform firm-fixed-price subcontracts and have fulfilled all tax obligations.

This RFP does not obligate Chemonics to execute a subcontract nor does it commit Chemonics to pay any costs incurred in the preparation and submission of the proposals. Furthermore, Chemonics reserves the right to reject any and all offers, if such action is considered to be in the best interest of Chemonics.
