UNDP Kosovo has been active in the area of anti-corruption since 2004, developing the capacities of Kosovo institutions to perform in an efficient, transparent, accountable, and gender sensitive manner. Through the project of Support to Anti-Corruption Efforts in Kosovo (SAEK) II, UNDP aims to make a positive impact on reducing the level of corruption in Kosovo by strengthening monitoring and oversight mechanisms of institutions to perform in an efficient, transparent, accountable, and gender sensitive manner. The project will ensure greater transparency and accountability of those institutions responsible for delivering public services and create the necessary requirements for more participatory governance at the local level.
SAEK II takes an innovative and holistic approach towards anti-corruption by focusing both on the “supply-side” and the “demand side” of democratic governance and taking into consideration different levels of intervention, working directly with central and local authorities, , civil society and the citizens themselves.
One of the components of the project aims to increase public sector transparency and accountability and enhance citizens’ participation in fighting corruption through social media, in line with the prevention approach of the project. SAEK II has supported the creation of the reporting platform for citizens kallxo.com, and has worked with numerous CSO’s in increasing citizen awareness on citizens’ rights and responsibilities on public transparency and accountability.
Duties and Responsibilities
UNDP Kosovo is seeking for a Project Officer who will be substantially engaged in SAEK project:
a)Under the direct supervision of the Project Manager, the Project Officer will undertake the following tasks:
-Coordinate activities deriving from integrity mechanisms in selected partner municipalities and institutions, to ensure they are implemented in a timely and satisfactory manner;
-Facilitate the collaboration and liaison between partner institutions, , implementing partners, CSOs and UNDP Kosovo to ensure implementation of project activities;
-Provide support to partner institutions on transparency and accountability initiatives;
-Contribute to the design and implementation of awareness campaigns for partner institutions;
-Contribute to the Project’s visibility by regularly updating activities in social media and other media channels;
-Contribute to the preparation of the project work-plans in collaboration with the project partners;
-Support substantive monitoring and evaluation of the approved work-plan for achievement of results and ensure capturing of gender disaggregated results;
-Identify and analyse relevant social media platforms around the world, established to increase public sector transparency and accountability and enhance citizens’ participation in fighting corruption, highlighting their strengths, weaknesses and applicability to the Kosovo context;
-Identify changes in the external environment and promptly advise the project manager on necessary solutions/actions;
-Support the project manager in preparing donor reports regularly on activities, outputs and outcomes as per UNDP rules and regulations and ensure that gender dimensions are highlighted in all products;
-Keep project manager up to date with new trends and developments around the world on the use of social media for public outreach and governance monitoring;
-Contribute to knowledge management activities and capturing of lessons learned during programme implementation;
-Contribute to organizing regular Programme Board meetings to perform regular progress reporting;
Impact of Results
The results of the work of the Project Officer have a direct impact on the implementation of the project and the achievement of results. Specifically, the results have an impact on the planning, implementation, monitoring and coordination of project activities and resources (human, financial, material assets etc.) in order to meet expected results, and contribute to the overall success and impact of the UNDP office work in Kosovo.

-Ability to perform a variety of specialized tasks related to Results-Based Management, including support to design, planning and implementation of the programme, managing data, reporting
-Analytical and strategic thinking/results orientation
-Excellent interpersonal skills and ability to communicate effectively, both orally and in writing
-Ability to establish effective working relations in a multicultural team environment.
Required Skills and Experience
-BA degree in social science, public relations, media and communications, public administration, political science or a similar field with 4 years of relevant working experience in project management, or establishing relationships among international organization and local institutions/communities.
-Proven track record in a field such as community development or public administration;
-Previous experience in development assistance or related work for an international agency or NGO;
-Good knowledge of Kosovo’s political issues and challenges;
-Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
-Fluency in both oral and written English and Albanian. Knowledge of Serbian is an asset.
