to fill the position of the

Administrative Assistant for Resident Twinning Advisor

 Administrative Assistant to Resident Twinning Advisor (RTA) in an EU funded Twinning Project “Support Kosovo institutions on SAA implementation” between Germany (Federal Ministry for Economic Affairs and Energy - BMWi) together with Poland (Ministry of Foreign Affairs of the Republic - MFA), Croatia (Ministry of Foreign and European Affairs - MFEA) and Kosovo (Ministry of European Integration - MEI). The RTA will supervise the project implementation and coordinate all project activities. He will be located in an office at the premises of the MEI in Pristina. Deutsche Gesellschaftfür Internationale Zusammenarbeit (GIZ) GmbH, which is supporting the German BMWi in project and financial management, will be the contracting institution to the RTA Administrative Assistant.


The purpose of the Twinning Project is to support Kosovo’s administration to effectively and efficiently manage the SAA process by improving policy planning on Union acquis adoption and to strengthen Kosovo’s administration’s technical and administrative capacities to effectively implement policies for fulfilment of SAA obligations.

Area of responsibilities:

-  Under the guidance of RTA and in cooperation with the responsible counterpart in the MEI, the RTA Administrative Assistant will be expected to carry out the following duties:
-  Support  the RTA in his daily work, and in organisational, logistical and technical matters, especially with organising conferences, training sessions, workshops, meetings, expert missions and study visits of experts;
-  Develop and maintain close working contacts and relations with Kosovan officials involved in the Twinning Project, the Project Leaders from German, Polish, Croatian and Kosovan side, the short-term experts and involved organisations in Kosovo and the GIZ project and financial management;
-  General support to the RTA in terms of administrative assistance, office management, correspondence, record keeping and filing, bookkeeping, handling the petty cash and accounting;
-  Assist the RTA in reporting tasks;
-  Help arrange contacts or meetings, attend meetings and draft and disseminate minutes;
-  Elaborate mission programmes and schedules for short-term experts in consultation with the RTA; drafting of other written materials in relation to the project in Serbian, Albanian and English languages;
-  Assist the RTA and the short-term experts in matters related to language problems due to being and working in a foreign country;
-  Support the STEs in organisational and technical matters, including assistance to solve travel, accommodation and any related problems;
-  Assist the RTA in identifying, contracting and monitoring translation and interpretation services;
-  Interpret in meetings and other oral conversations from Serbian/Albanian to English/ German/ Polish/Croatian and vice versa;
-  Translate documents from Serbian/Albanian to English and vice versa
-  Stand in for the RTA Language Assistant;
-  Perform other tasks as assigned.
-  Flexibility to travel within Kosovo and the EU.

Requirements to candidates:

-  University degree (Master), preferably in the field of Public Administration/ Law/ Economics or at least three years professional experience in relevant field/sector;
-  Fluency in English, Albanian and Serbian language; knowledge of German, Polish or Croatian would be an asset;
-  Preferably knowledge of EU structures and terminology;
-  Excellent knowledge of office applications (e.g. MS Outlook, MS Excel, MS Word and MS Power Point, etc.) and internet browsers;
-  Previous working experience in international projects or organisations would be an advantage;
-  Extensive experience in office administration, especially in project implementation and management
-  Ability to establish and maintain effective working relations and to work in a team;
-  Organisational and analytical skills and initiative;
-  Excellent interpersonal and communication skills;

The applicant may not be (or have been in the past 6 months) a civil servant or agent of the beneficiary administration (MEI) nor be on leave from the beneficiary to take up the position.

Employment conditions:

Full-time position with 40-hours working week.
Duration of the project: 24 months
Location: Pristina, Kosovo
