Overall Purpose of Post

The project Capacity Development in Basic Education (CDBE) is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is being implemented byDeutsche GesellschaftfürInternationaleZusammenarbeit (GIZ). The project supports the Government of Kosovo in the following 4 areaswithin the education sector: a) transparency, accountability and public participation, b) teaching quality, c) education management, d) inclusion of girls and boys returning from migration and minorities.

The Junior Technical Professional will support the project “Capacity Development in Basic Education (CDBE)” in Kosovo in implementing its strategic objectives in the area of inclusion of returnees and ethnic minorities.

Activities within this area aim to increase the enrolment and successful educational participation of all children and have a special focus on children from returnee families and minorities. The activities range from central level support to the Ministry of Education, Science and Technology (MEST) to accompanying the implementation of non-formal education services within Learning Centres on local level.

The Junior Technical Professional will support the project’s component in organizational and conceptual tasks in regard to the implementation and monitoring of activities on the local level. In specific he/she will support the conceptualization and facilitation of expert-advice in regard to the work with Roma, Ashkali and Egyptian Communities as well as with returnees. He/she will work closely with an International education expert and support the related advisory services and activities. He/she will moreover organize meetings, write minutes as well as translate in written and verbally.

He/she will ensure that all tasks are thoroughly planned, well communicated and finalized in a timely manner.

Tasks and Responsibilities

The Junior Technical Advisor on inclusion of returnees and ethnic minorities is responsible for

  • Supporting the implementation and monitoring of expert-advice and activities on educational inclusion of the CDBE project (e.g. school re-integration of returnees - especially from the Roma, Ashkali and Egyptian communities)
  • Close cooperationwith NGO Partners working with returnees and ethnic minorities
  • Financial coordination/reporting with the procurement unit of the CDBE project
  • Carrying out monitoring and evaluation activities together with the partner NGOs
  • Translation in written and verbally, minutes writing, meeting organization and other tasks supporting the international expert;
  • Quality assurance of all tasks performed;

Required qualifications, competences and experience


  • University Degree in Education, Social Sciences, Psychology, Social Work or related subjects (Master or equivalent)

Professional experience

  • initial experience (internship or similar) in the field of educational inclusion e.g. reintegration of students into the formal education system in Kosovo
  • Experience in working with the Roma, Ashkali and Egyptian community on educational inclusion (school re-integration) - desirable in an international context

Other knowledge, additional competences

  • Knowledge of the educational system in Kosovo
  • Work experience in educational inclusion (school reintegration) activities of returnees, ethnic minorities, etc.
  • Good intercultural communication skills
  • Experience in the collaboration with national and international NGOs working on educational inclusion, especially with ethnic minorities
  • Experience in community development activities (e.g. link between community, school, parents, etc.)
  • Experiences in the organisation of workshops, seminars and conferences;
  • Experiences in planning, conceptualizing and monitoring;
  • Good working knowledge of standard computer applications, especially Microsoft Office programmes (esp. Word and Excel);
  • Very good command of spoken and written Albanian and English.


  • Good command of Serbian and/or Romani Language would be a strongasset.
  • Basic German language skills;
  • Familiarity with the concepts and principles of Development Cooperation and dedication to the field of education.


  • The office is based in the GIZ HQ in Pristina.
  • The position requires frequent travels throughout Kosovo.
