General Minimum Requirements
The general minimum requirements for working with the OSCE are:
-Excellent physical condition
-Possession of a valid automobile driving license and ability to drive using manual transmission
-Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements
The general minimum requirements for working in this field of expertise are:
-University education in human resources, personnel management, public/business administration, or related field or proven professional experience in personnel management and administration, including recruiting, contracting and entitlements administration
-Strong analytical and problem solving skills

Level of Professional Competence Requirements
Furthermore, this level of responsibility requires the following:
-Advanced education/certified training course in relevant field. Advanced degree in a management discipline an asset

-Minimum 10 years relevant, diversified and progressively responsible professional experience including at least 5 years at the management level relevant to the actual position

Mission Specific Requirements
Additionally, this particular post has specific requirements:
-Advanced university degree in a relevant field with a minimum of ten years¿ professional human resource experience including at least two years at the international level, preferably in a field environment
-Proven management experience and ability to provide leadership to a large number of staff
-Professional fluency in English, with effective oral and written communication skills
-Demonstrated facilitation, coaching, mentoring and mediation skills
-Organizational, analytical and problem-solving and decision-making skills, with ability to work under pressure when necessary
-Demonstrated gender awareness and sensitivity, ethical awareness and an ability to integrate a gender perspective into tasks and activities
-Demonstrated ability to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
-Experience working with integrated human resource management and payroll software applications, preferably Oracle.  Advanced computer skills (MS Word, Excel)

-Knowledge of the local language or most common lingua franca spoken in the mission area

Tasks and Responsibilities
Under the general supervision of the Head, Administration and Finance and in close co-operation with senior management in the OSCE Mission in Kosovo (OMIK), the Chief Human Resources Management will carry out functions related to policy development, staff recruitment and retention, staff administration, payroll, performance management, and co-ordination of medical and travel operations in the Mission. More specifically the selected candidate:
1. Manages and supervises the Human Resources Division consisting of three sections (Human Resources Services, Medical and Travel) in terms of operation, staffing and budgeting;
2. Ensures the correct and consistent application of OSCE Staff Rules and Regulations as well as other common policies and procedures, reviews requests for exceptions and develops mission-specific policies and guidelines where appropriate;
3. Provides strategic advice and guidance to mission management and staff on the full range of human resources issues;
4. Co-ordinates the job classification process and is responsible for the timely recruitment of international Mission Members in co-operation with the Talent Management Section in the OSCE Secretariat as well as national staff, staff for short-term assignments and consultants and interns;
5. Supervises contract and payroll administration in respect of benefits and entitlements for more than 500 staff;
6. Oversees the administration of the Oracle-based HR Management Information System, including the maintenance of the staffing table and production of HR reports;
7. Oversees the performance management process for all Mission Members and ensures implementation of the Organization¿s policies on the professional working environment, and against any form of harassment and discrimination; advises on disciplinary matters and the conflict resolution process in accordance with established policies and procedures;
8. Liaises with Staff Committee Representatives and represents the Mission in the work of local inter-agency bodies;
9. Oversees the Medical Section staff and ensures quick response and efficiency in situations of medical emergency;
10. Supervises the work of the Travel Office, striving for cost-efficient travel management and timely visa processing;
11. Performs other duties as assigned.
