Call for expression of Interest – 83419841 Development of Healthcare waste management Standard Operating Procedures

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. It provides viable, forward looking solutions for political, economic, ecological and social development in a globalized world. GIZ promotes complex reforms and change processes. Its corporate objective is to improve people’s living conditions on a sustainable basis. Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, is announcing as following:

Call for expressions of interest

The GIZ project “Sustainable Municipal Services (SMS 2.0)” invites qualified companies (local and regional)to submit expression of interest in providing framework consultancy services to support four municipalities (Mitrovica North, Leposaviq, Zubin Potok and Zvecan) in developing standard operating procedures for healthcare waste management, including operator model and operational plan for healthcare waste collection and treatment.

While primarily focused on municipal responsibilities, SMS works directly with Kosovo’s Ministry of Local Government Administration (MLGA), Ministry of Environment, Spatial Planning and Infrastructure (MESPI), 38 municipalities, the Association of Kosovo Municipalities (AKM), commercial operators, and other organizations involved in waste management. SMS provides support with the goal of strengthening the capacities of municipalities, government and the private sector in waste management, including marginalized groups. Recently, the SMS GIZ project is supporting the Ministry of Health and municipalities in healthcare waste management. Although healthcare waste management primarily is a responsibility of the central level, the municipalities are responsible for the primary healthcare level, which indirectly makes them responsible for healthcare waste too.

It is estimated that only about 25% of the total amounts of the HCW is being treated in the seven regional treatment facilities (excluding Serbian majority municipalities), of which six are located in the regional hospitals and one in the Clinical and University Centre of Kosovo.

Since medical waste is of potential danger and must be handled with special care, inadequate management of this waste stream can contaminate other generally nonhazardous waste types– such as municipal waste, and thus presenting a danger to public health and safety.

The GIZ SMS project has procured several equipment for healthcare waste collection, transport and treatment. A rapid assessment was undertaken to understand the needs of each healthcare institution (HCI). As a result, bins, bags, and collection equipment for all the healthcare waste (HCW) streams has been procured. Furthermore, a treatment facility in Mitrovica North regional hospital will be constructed, which will serve as the main treatment center of HCW for the four municipalities.

Therefore, the main aim of these services will be to develop the Standard Operating Procedures (SOPs) for healthcare waste, define the operating model and the operational plan. The SOPs will demonstrate to the HCIs staff on how to properly manage different HCW streams. Whereas the operating model will serve to administratively establish the necessary arrangements to be undertaken for collection, treatment, and disposal of healthcare waste. Finally, the operational plan to be developed, will showcase the optimal arrangement for HCW collection using the procured equipment.

The checklist below provides further information about the conditions and expectations of the GIZ/SMS project. Based on responses to this Request for Information, GIZ will pre-qualify companies that will receive an Inquiry and will be formally invited to submit their offers with detailed specifications. Response to the RFI (Request for Information) does not necessarily imply that your company will receive the GIZ's “Support to four municipalities in developing SOPs, Operator Model and Operational Plan for healthcare waste management”.

Based on the outcome of offers, GIZ/SMS project will offer a framework contract to the selected company. Please note that all correspondence and dealing with the GIZ must be in English language.
