Management and Technical Positions for
Cardno Emerging Markets USA, Ltd. (Cardno) is seeking Project Managers and Technical Specialists for the anticipated USAID Local Effective Governance (LEGO) Program.
Previous related experience required, with experience on USAID-funded programs strongly preferred. Kosovo national candidates are encouraged to apply forthe following positions:
■Municipal Governance Specialists: Coordinate with senior municipal officials to increase the capacity of the municipal departments in planning, budgeting, financial management, support municipalities in preparation and/or implementation of strategic plans, and improve service delivery.
■Grants Administration Specialists: Ensure selected projects meet their obligations for deliverables according to USAID regulations. Report results to Grants Manager and serve as the liaison between USAID and the grantee to ensure contractual obligations for the project are met.
■ Monitoring and Evaluation Specialists (M&E): Coordinate and manageM&E tasks and deliverables for the project, monitoring and reporting on activities required to communicate program results and improve implementation, and developing documentation of best practices.
■ Policy Specialists: Review of policy provisions, institutional review, and institutional readiness reports in Kosovo and development of recommendations for improving key policy and legal documents. Develop institutional arrangements for long-term cooperation and assess gaps and opportunities at the municipal, national, and regional levels.
■ Citizen Participation/Community Dialogue Specialists: Develop strategies to empower a core constituency of civil society and community to monitor and advocate for improved municipal services. Develop the technical capacities of CSOs conducting oversight and advocacy for municipal government reform, and provide training on oversight and accountability mechanisms, constituency building, outreach, and communication.
■ Social Inclusion Specialists: Lead the development of the program’ssocial inclusion approaches for non-majority populations, gender and youth, engage in community mobilization and support the program team in ongoing implementation and monitoring. Support conduct of key informant interviewsand focus group discussions with, implementing partners, country social and gender inclusion as well as sectoral experts, CSOs, and beneficiaries.
■ Communications, Knowledge Management, and LearningSpecialists: Develop and implement (1) a communication strategy to support the execution of the project, including activities to maximize the utilization of the project website, social media platforms and other tools and (2) a comprehensive suite of practical strategies to share knowledge and generate informed dialogue about procurement efficiency and integrity at the municipal level.
■ Accountants: Process weekly, monthly, and year-end accounting data. Review balance sheet account reconciliations, vouchers, and other reports on a pre-determined basis. Provide appropriate HQ and personnel with monthly Project Status Reports for the program including specific cost analysis. Knowledge of monthly closing processes, Balance Sheet, Account Reconciliations, and year-end audit activities.
